Craig Clay

President

As Deputy City Manager for the City of Miami Gardens—the third largest municipality in Miami-Dade County—Craig Clay handles the strategic oversight and direction of the daily operations of all City of Miami Gardens departments. His accomplishments there include: implementing the city’s $60 million General Obligation Bond (the largest single initiative in the city’s history), leading the takeover of the city’s Special Taxing Districts, facilitating various real estate developments and, in 2018, presenting at the White House Business and Opportunity Zone Summit.

Prior to his role as Deputy City Manager, Clay was Deputy Executive Director/Chief Financial Officer for the Miami-Dade Public Housing and Community Development Authority, Chief of Finance for the Miami-Dade Parks and Recreation Department, Manager of the Technical Services Division for the Miami-Dade County Department of Procurement Management and Director of Client Services for the Southeastern United States, Government Solutions Center at KPMG. Today, he is an Adjunct Professor at Barry University’s School of Public Administration and Policy, and sits on the Board of Directors for the Housing Finance Authority of Miami-Dade County—where he has helped finance over $250M in affordable housing.

Clay earned a B.A. in Finance from Morehouse College and a MPA with a concentration in Governmental Accounting and Financial Management from Florida State University.

Officiating career:

18 seasons as a high school basketball official

Officiated over 750 high school basketball contests in Florida, including 11 FHSAA State Finals contests for both boys and girls 

19 seasons as a college basketball official 

Officiated over 150 contests at the collegiate level

Member of the National Association of Sports Officials (NASO), and prior to that, an At-Large Board Member

MDBOA Rules Interpretation Class Instructor

Clinician at various officiating camps and seminars in Miami-Dade County and beyond

Relevant courses completed: Sportsmanship, Heat Illness Prevention; Bullying, Hazing and Inappropriate Behaviors; Concussions in Sports and Interscholastic Officiating

Won the Virgil Valdez Most Outstanding Official Award” in 2020, which is given to the Miami-Dade County high school basketball official who had the best season that year

Five years on the Executive Board of the GMACBBOA/MDBOA, serving as an A-Representative and now President.
